Mehr News reported that Bijan Namdar Zanganeh conferred part of his ministerial duties to his aid Seyed Kazem Vaziri Hamaneh, the oil ministry vice-chancellor. Early in the ministry, Zanganeh had appointed Vaziri Hamaneh, former oil minister in Ahmadinejad’s cabinet as oil ministry vice-chancellor.
Among the duties conferred to Vaziri Hamaneh the most important is promoting the oil refinery capacities and operationalization of Persian Gulf Star oil refinery plant. It was during the incumbency of later Mr. Kordan that the oil ministry granted a position as vice-chancellor under the ministry of Gholamhosein Nowzari and only in the new cabinet of ‘prudence and hope’ did the ministry have the position. However, in the first one-hundred days of the ministry, Zanganeh did not confer any other responsibility to Vaziri Hamaneh except for holding 15th conference of ministerial assembly of gas-exporting countries, conferring only little responsibility to former oil minister in a directive.
The directive addresses Seyed Kazem Vaziri Hamaneh on the necessity of facilitating the administration procedures of the oil ministry and acceleration of solving issues. The directive conferred part of executive duties of the minister to Vaziri Hamaneh, that is, promoting the capacities of Persian Gulf Star, Abadan, Anahita, Hormuz, and Pars oil refinery plants, keeping the vice-chancellors inherent duties in place in human resources.
Among other duties conferred by the oil minister are treaty issues, salary and wages, employment, staff misconduct, health services provision, retirement pensions, and human recruitment and qualification of the oil ministry.
The directive has been communicated to the ministry deputies and advisors.
University of Oil Industry, Oil Industry Research Center, and Center for International Energy Studies administrative procedures; Oil Ministry’s headquarters for Higher Export and Transactions Regulating Office, Audition and Associations and Health Affairs, Safety, Environment and Civil Defense; all administrative procedures of employment, and other relevant regulations in the ministry; administrative duties of Health and Treatment Organization of the ministry; Budget planning and implementation and financial issues of the oil headquarters; acting as minister’s surrogate in matters of staff misconduct and boards overlooking such misconduct and violations; enforcing ministerial authorities regarding the human labor recruitment affairs; deciding on mutual missions with other executive bodies; deciding on overseas missions granted to oil ministry staff; deciding on postponement of staff retirements up to a year; deciding on appointment of individuals in positions equal in authority with vice-chancellor’s authority; coordinating Basij units in oil ministry administrative centers; management of issues related to examination of Court of Audit and Inspector General reports and commissioning proper responses to supervisory bodies; presiding over investment attraction to boost oil refinery capacities (with emphasis on Persian Gulf Star, Abadan, Anahita, Hormuz, and Pars refinery plants); acting as minister’s surrogate in meetings and when the minister is not reached out.
Vaziri Hamaneh has been serving as advisor engineer in Oil Ministry’s projects; administrative executive of the ministry and board member of the National Oil Company; head of Priority and Objective Setting in Oil Planning; deputy-manager for oil ministry integrated planning of the ministry; board member of oil refining and distributing Co.; deputy-CEO and board member of London Kala; deputy-oil minister for recruitment and deputy-minister for coordination.
